全國水利發(fā)展十二五規(guī)劃投資規(guī)模和保障措施研究
為實現(xiàn)我國全面建設小康社會的宏偉目標，支撐經(jīng)濟社會全面、協(xié)調(diào)、可持續(xù)發(fā)展，水利發(fā)展和改革面臨新的形勢和任務。我們的專家團隊承擔了“全國水利發(fā)展十二五規(guī)劃投資規(guī)模和保障措施研究”工作。在該項目中，我們分析了水利發(fā)展和改革面臨的形勢,規(guī)劃了總體思路、目標，明確了水利發(fā)展總體布局和主要任務，對防洪減災、水資源開發(fā)利用和配置、病險水庫除險加固和水庫建設、農(nóng)村水利、水資源保護和水環(huán)境治理、水土保持生態(tài)建設等，并研究水利改革和管理的主要任務，并根據(jù)任務目標提出了十二五期間水利發(fā)展的投資規(guī)模和各項保障措施。
In order to realize the grand goal of building an overall Well-off society in our country and to support a comprehensive, coordinated and sustainable economic and social development, the water conservancy development and reform are facing new situations and tasks. Our team of experts undertook the work of "Research on Investment Scale and Safeguards in the 12th Five-year Plan of National Water Conservancy Development". In this project, we analyzed the situation facing the development and reform of water conservancy, planned the overall train of thought and goals, and clarified the overall layout and major tasks of water conservancy. Flood control and disaster reduction, development and utilization of water resources and disposition, risk reservoir reinforcement and reservoir construction, rural water conservancy, water resources protection and water environment management, soil and water conservation and ecological construction. And study the main tasks of water conservancy reform and management. According to the mission objectives, the investment scale and various safeguard measures for water conservancy development during the 12th five-year plan period are put forward.
